About Us

 TACTICAL is a full-service animal care and control training institute, providing training courses for individual, group, and agency needs.  

The courses meet the Texas Health and Safety Code statute requirements to perform the duties of a Basic Animal Control Officer and Euthanasia Technician.  All courses have been approved by the Texas Department of State Health Services (DSHS) for continuing education credit hours to help ensure ACO's across the state are able to meet their 30-hours, every 3-years requirement.  The Bite Stick course has also been approved by the Texas Department of Licensing and Regulations (TDLR) for Code Enforcement Officers.  

TACTICAL provides consultations and onsite training for agencies needing to comply with state laws; improve animal care, housing and husbandry; meet industry standards; and help rebuild trust, relationships, and partnerships with the community they serve.  

Keane Menefee has over 26 years of animal care control experience.  In those 26 years, Mr. Menefee has worked as an animal services officer, field and shelter supervisor, divisional manager, and division superintendent with the City of Fort Worth Animal Care & Control, Irving Animal Services, and North Richland Hills Animal Services.  

Mr. Menefee has educated over 8,000 students in the State of Texas and over 2,000 students nationwide, on a wide array of topics to include euthanasia, animal cruelty, dog fighting, animal services management, local and state laws, dangerous dog investigations, courtroom testimony, bite stick and chemical capture, animal behavior, rabies investigations, and compassion fatigue. 

Mr. Menefee appeared on the Oprah Winfrey Show to explain the impact that the puppy mill industry has on overpopulation of dogs, resulting in more animals euthanized in local animal shelters.  

Mr. Menefee has served as an independent consultant with the Humane Society of the United States (HSUS) and the American Society for the Prevention of Cruelty to Animals (ASPCA). He assisted these organizations in providing animal control training in multiple states and served as an animal sheltering consultant, assisting agencies across the country in helping them improve their operations and realigning with industry standards. 

Mr. Menefee has served as Board Member and President of the Texas Animal Control Association and the Texas Animal Shelter Coalition and is an Honorary Member of the Texas Animal Control Association.
